I've composed a list based on the current standards as well as the old standards when you could simply look up Super Ultimate on any Digimon fan-base site. I will also give a brief reasoning. Though in the rest of the guild, they are still considered regular [M] Mega Level Digimon, here we will give them a little more recognition for their "power."
While participating in Card battles these Digimon have the same stats as [M^1] Digimon.
Azoulongmon: Sovereign
Alphamon Ouryuuken
Baihumon: Sovereign
Chronomon HM/DM: Previously considered a [M^1] and still on some sites.
Daemon Super Ultimate: it's in its name (Not in Guild yet.)
Dexmon: Known as the X-Death
Ebonwumon: Sovereign
Fanglongmon: A DNA of two or more Sovereign.
Ogudamon: is considered to be a DNA Digivolution of the Demon Lords
Omnimon X: "theoretically impossible to defeat with the "Omega Inforce"
Shoutmon X7 Superior Mode: Basically a cluster of all the digimon in existence
UlforceVeedramon FM: Previously treated a [M^1] and still on some sites.
Zhuqiaomon: Sovereign
