Pictures- how do you cut and code them????

So i've seen people do stuff like this before where they cut pictures and make them look cool like the pic bellow, does anyone know how to do it!!!!! i'm in need of help xp

I wrote the many things that I wished for on the corner of a note
As the door was closed, and could not be opened at all

Photo editing programs. Photoshop is the most popular and is also expensive.
There are free downloadable or online programs you can use, like Aviary or GIMP. Hope that helps you. :]
