When would be the best time to get transgender surgery?

When you know that's what you want to be for the rest of your life. That's like saying 'when is the best time to get married?' it's when you know that's the direction you want to head. When you cannot tolerate physically or mentally being the gender you were born as, that's also a good time to start thinking about it. Though it is quite expensive.
What Acey said *nods* I'd recommend something like transitioning before jumping into surgery, first. And living for a while as the gender you want to be. Just to be 100% positive about it.
That being said, I am more than ready to have chest reduction surgery, my dear lord x_x *needs so much money*

For now, money is the biggest problem, seeing as I haven't even gotten a job, muchlessgraduatedyet.

You should also be aware that the process starts with therapy for a year before hormone treatment. It includes using a name for the opposite gender and telling your friends and family the decision. You continue therapy from then on, I think for a year afterwards. I'm not sure. It gives you that much time to talk it out and make absolute sure this is what you want.
