In the events leading up to the rebirth of Hourglass Summit, Elderwillow Camp (one of the founding members of Islagiatt) made the decision to move away. Leaving behind their former family, they opted instead to begin anew with one of their allies. Yei Umeko, having lost those she loved so dearly, took the news poorly – however, instead of reacting with deep sorrow the mare took a philosophical approach to it. She may have lost her connection to the oldest members of her 'family' but as with all changes, there was room for many new opportunities.

She called for a meeting of the families that remained in Islagiatt’s former territories and it was agreed that Islagiatt would be disbanded. Despite this, these families agreed to reform under a new banner but with a number of changes in place. These changes were designed to work in line with the new generations, so that the remaining families and as a consequence, the herd, could adapt to the changes that might spread across the Kawani.

It was agreed that the families would not take the name of a new herd, but would instead live under the recognition of the territory they lived, or bordered on. The peaks, so well known to the Islagiatt members were restored, granted a name known to them through history. Regarded once more as the “Hourglass Summit”, this was to be the identity that the families would take. In this territory, each family would be semi-autonomous, and the manner in which these families ran was subject to a dramatic shift. While families had once been subject to the absolute rule of the Alpha, she voiced her recognition for flexibility and that it was necessary for each family to react based upon their own requirements. In this remark, she paved the way for these families to shape the herd they were so accustomed to, to meet the visions and wishes they had for the future...

Hourglass Summit is considered a 'closed' herd by default and is therefore private. For those who wish to join there are various methods, each depending heavily on the domain that they wish to live under. For full details on how to join, consult each Domain's post.

If a particular domain accepts you into their fold and you become a part of the Summit, then the leading Alpha or protector of this domain shall make a post on your behalf to indicate your presence in these lands. From this point on you are free to wander as you please and are most welcome.

The Hourglass Summit is not so much a herd as an alliance of many herds. Eight major families of soquili make up each herd, adopting the a particular domain as their 'seat of power'. Each of these herds is in agreement with one another and recognise one another as friends and allies. Through this alliance they have a solid promise and a guarantee that should they need help or support, it will be provided to them as quickly as possible.

In addition to these eight major families there are also smaller families scattered throughout these domains - often close friends or relatives of existing rulers. These smaller families and individuals are recognised and respected as members of the summit, though they may not necessarily receive a full vote. Generally speaking their concerns are raised through the domain leaders.

Friends, families and allies all find sanctuary within this alliance with the assurances that these territories may be explored safely and securely thanks to the constant vigilance of its members.




ALPHA

The Alpha of the Hourglass Summit acts as both a figurehead and diplomat on behalf of the eight domains that exist beneath her. However, due to the unusual structure that the Summit has taken, she has no direct control over these domains - instead she acts as mediator and overseer.

Her duties are as follows:
1. To act as overseer and mediator of council gatherings.
2. To act as mediator in inter-domain disputes.
3. To act as diplomat on behalf of the Summit while in foreign territories.
4. To act as the final vote during a deadlock of Council.


In order to ensure that the Summit is run fairly, the Alpha is expected to abstain from any council votes unless there is a deadlock. In the event that there is a deadlock the Alpha may request that Council is adjourned while she considers all points of view before casting her vote.

The Alpha is expected to remain unbiased, severing all ties with her family domain until such times as she retires - this is to be done and performed regardless of the conflicts that may occur should the Alpha be required to side against her family.

The Alpha of the Summit is not a title inherited through birth. The Summit Alpha may select a mare outside of her own family when she is due to retire. She is permitted to elect an Alpha who she believes to be capable of performing this role in a manner that benefits the summit. In the event that the current Alpha believes a number of mares are capable individuals, she may invite each of them to sit with her. During this period she will set tasks for them to perform in the hopes that one mare may reveal herself to be above all others.

When the Alpha has selected her heir, this mare has the final say and is entitled to reject this invitation if she doesn't feel the position suits. In such cases the Alpha will then consider another individual.

In the event that the Alpha is undecided on an heir, she will open the vote to Council and each domain may put forward two nominations that they believe will be suitable. This is done on the understanding that these nominees want this position! The ruling council will then explain their reason for selecting their nominations - at this point the Alpha will adjourn to consider each and from these nominations she will select a small number of mares to test.

AT ALL TIMES AN ALPHA MUST BE UNBIASED - THIS MEANS THAT SHE MUST ACT FOR THE GOOD OF THE HERD. IF THIS MEANS SIDING AGAINST HER OWN FAMILY THEN SHE WILL DO SO!



COUNCIL

Council act as the governing body of the Summit. It is composed of the Alpha and Protector of the eight domains that make up this particular alliance of herds. Their main purpose is to make rulings based on matters that would affect the global interests of the Summit e.g. war, natural disasters, the founding of new global organisations.

All decisions made by Council are made through a voting system - all matters must receive a majority vote or they will not pass. In the event of a deadlock, Council will look to the Alpha to provide the final vote - it is expected that both opposing views present their arguments before she makes a judgement.

Council will typically meet every three months, but, in the cases of an emergency a summit may be called. If an individual wishes for a motion to be considered then this must be presented to either a Council member or the Alpha so that it can be raised as a motion during this gathering. In certain events the individual who wishes the motion to be raised may be required to speak so that they might explain the reason behind their request.


DOMAINS

Nine domains make-up the summit, the specific names and locations of these domains are listed below. However, a brief explanation may be required so that an outsider can fully understand what they are and what they represent.

While one of these domains acts as the Alpha's domain (Summit) and exists on the very peak of the mountains, the other eight domains are positioned elsewhere in the Hourglass Summit's agreed territory.

These domains act as semi-autonomous states meaning that the immediate territory in the possession of these domains are ruled by their respective alphas and protectors. Each domain has its own rules, regulations and methods of joining. These rules may not necessarily be the same in all domains, differing as you cross through borders into each one.

It is important to familiarise yourself with any specific rules that these domains might have. These rules aren't always strict but it is best to be aware of them to avoid offence!

Guardian Corps
User Image The Premise
The Guardian Corp started off as a militia, founded to ensure the protection of a single herd. It was an organisation whose individuals were expected to have absolute dedication towards the course - their love, their life and all that it entailed was linked to the herd's defence. As a consequence, all individuals were expected to take a vow of celibacy and were frowned upon for relationships that would otherwise hinder their performance.

Unfortunately, such restrictions placed a great deal of strain upon the members and often had problematic results. Mood swings were frequent and some individuals reported an increase in bloodlust and a decided lack of patience. These problems continued to escalate and eventually it was decided that the regime would be 'loosened' to accomodate more freedoms - at first these changes were not welcome by the overlord of this particular organisation. However, as substantial proof was presented to him that performance increased when an individual was happy and even loved, he conceded.

To this day the Guardian Corp acts as the protective border force along the allied territories. It's duty to ensure peace and security among the various herds that exist within the summit.

It is not without it's controversies of course, with feminists still hostile towards its 'male only' policy but it is well regarded for it's work and takes its job very seriously.

2. To scout for possible threats beyond the borders.
3. To act as bodyguards to diplomats visiting foreign herds.

Guardian Corp Requirements
1. Must be male.
2. Must be of age and confirmed as 'adult'.
3. Must undergo training to ensure good quality service.

Any additional alliances with pre-existing herds will be featured here. They are free to enter Summit territories and the same can be said for the territories of these allied herds. Should aid be required in any form, it is understood that it will be provided if the soquili-power is present.

Rule One!
The laws within each territory must be respected. This means that if an individual enters a domain that is not theirs, they MUST follow the rules for that specific domain. Their family’s domain does not have a say in this e.g. If one herd bans singing in their region, but another herd accepts it, then the former herd’s individual MUST NOT try and stop soquili from singing if it enters the herd that accepts it! In reverse, a soquili that may enjoy singing MUST NOT sing in the herd that bans it. A silly example, but an easy example.

Rule Two!
Each family must take responsibility for its actions. If it starts a fight/war then it must deal with it on its own to begin with. However, if it believes that this fight/war may escalate and affect other families it may call for council and request help; additionally, if it is genuinely struggling it may seek for assistance. Please note that Sylph is probably going to be inclined to lecture but help WILL BE GIVEN.

Rule Three!
If a family has a dispute with another, they must try to amend this. If it cannot be done on a one to one basis then a mediator may be called. The families can agree on a mediator themselves or the Alpha can act as such depending on how comfortable each family is with this arrangement.

Rule Four!
Global Factions must be treated with respect and given free movement within territories as is necessary. They will not abuse their duties but will ensure all herds remain safe and secure. They are not to be hindered or the individual will be punished for such disruption.


ANY FURTHER RULES WILL ONLY BE APPLIED IF DECIDED BY COUNCIL!

Members! Please do not automatically add your offspring to the memberslist - please ensure they are comfortable and happy that they are expected to join your domain before doing so. This is just so that we can keep in line with the rules.
