Personality: If you had to pick two words to describe Aksaja's personality, those words would be 'lazy a**'. For the most part, he would quite prefer to just sit around and let others do all the hard work whilst he does the bare minimum to get by, or provides the brains behind the operation. Though he's strong and smart, possessing the capacity to do well in things, he simply ... won't, most of the time. About the only things he'll expend energy on is feeding himself (if need be), collecting 'conquests' and causing trouble. Whether these conquests are sexual, or simply people he thinks that he can use to do things for him ... either way, it still makes his life easier. Or so he believes. He's never really had any close friends, simply because he does tend to use people and then discard them when their use has run out. In his mind, he's probably better off alone anyway. No one in his family or social circle back home really understood him, so he dismissed them all rather early in his life. In truth, he's a lonely person deep down, but he'd never show it, and it seems likely that he'll simply remain alone all of his life - drifting about through the world causing what chaos he can without ever expending any real effort to make personal connections with others.

Physical Description: In his full dragon-form, Aksaja has a fairly 'typical' dragon body. He stands on four legs, with armor-plated scales and powerfully muscled hindquarters. Looking at his body-type, Aksaja is definitely built more for speed than power, as he's not incredibly huge and bulky. He also has large wings which come up out of his back and razor-sharp claws on all four feet. Upon his head and down his neck there is a sort of 'crest' of vaguely lightning-bolt shaped spines with skin stretched in between then. This crest is fully mobile and tends to reflect his mood. When it's up and the skin is taut, it means that he's interested in something, or paying attention. Flat to his head/neck signals aggression, and there are various other subtle positions between that are quite hard to read for any who are not also dragons. The skin on the crest can also change slightly in color when he's showing off ... or trying to attract a mate. The normal color is black, and when that color changes, it's usually to a dark grey, similar to his base body color. See ref below for basic color/design.
Eye Colour: Golden
Hair Colour/Style: Black with two gold streaks. The part is on his right, with most of his bangs sweeping across to the left. There are longer bangs on the side, and the rest of his hair is pulled up into a high ponytail atop his head. See ref
Skin Colour: Dark tan
Clothing Style/Colours: He rather likes black and gold, in any combination. Other than that, artist's freedom. Though it would be cool if the tattooing on his shoulders could show~
Extra: Aksaja has pointed, elf-like ears and slit-pupiled eyes. He also normally keeps his tail and wings whilst in 'human' form, though he can appear almost completely human. The only things that he cannot shift away is the pointed ears, eyes, and tattooing. He is still able to fly with those wings in human form - though it's impossible in any kind of enclosed space because of how large they are when opened. Upon his shoulders and parts of his chest and legs, Aksaja has tattoos in black similar to the darker golden Maori-like designs on his dragon form. He also has lightning-bolt tattoos on his face (both cheeks).

FEAR: Astraphobia - fear of thunder and lightning. This Fear allows Aksaja to create an electrical charge in his body and then 'zap' other people with it.
Y2 level [Lightning Storm] - Multiple small lightning bolts hit the target from a lot of different directions (Swift Strike)
Y1 level [Bolt] - A single more concentrated bolt is aimed for part of an opponent's body, causing temporary paralysis and making it harder for them to hit him (The Mind)
Natural Ability: Shapeshifting. Where Aksaja comes from, almost all dragons can shapeshift back and forth from dragon to a humanoid form that looks more or less like an elf. Even while in this form, however, the dragon cannot hide or get rid of certain features - usually slit-pupiled eyes and some form of their coloring/markings from their dragon form. Dragons can also take 'half-forms', and/or shift only certain parts of their bodies. For example, one could be mostly humanoid but still have wings or claws. Or they could be in a sort of half-form with scaling and even more dragon-y extras. The older a dragon gets, the faster and more controlled their shifting becomes. Aksaja's shift from humanoid to full-dragon takes about three minutes at this point (year 2). To do something like grow wings onto his humanoid form takes about half a minute. Even smaller things like claws forming and minimal scaling/armor take something like five to ten seconds.
Further Notes on Shifting: It was pointed out in a crit that the above was a bit confusing/misleading so I will clarify here. For the most part, Aksaja has three "main" forms. A fully dragon form, a fully humanoid form, and an in-between or half-form. The half-form is the one that's the most fluid. Examples:
1. Humanoid base with wings and tail
2. Humanoid base with scaling and/or claws instead of fingernails
3. Humanoid base with only wings, or only tail
4. Humanoid base with wings, tail and scaling
All four of those are technically considered a half-form, and most of the changes that occur (aside from having wings or maybe claws) are more cosmetic than anything and would not effect things mechanically in a fight situation. Basically anything that's on a humanoid base with draconic features 'added' on is all one 'form' if you want to think of it like that. At this point, he cannot do things like make his legs digitigrade, or completely change his arms to 'dragon' arms. Those things might come later, adding a fourth form, 'anthro' to the forms he can take.

Background species information: Aksaja comes from an extremely isolated area of Halloween. In this remote little corner of the world, an entire society exists which is more or less ignorant of the rest of Halloween and of the human world. They believe themselves to be alone, though they are connected to the rest of Halloween by long-distance magical Gates. Because this is their only form of connection, they believe "Halloween" is something like another dimension, rather than a very distant part of the same world. They also don't have any sort of technology past that comparable to Earth's Middle Ages. Basically, it's a complete fantasy type setting, with magic, elves, monsters, etc etc.
The dragons who live in this area are a very rare species, only inhabiting one small valley far to the north. Young are rare, and the dragons are, in general, extremely proud of their heritage and purity of species. They don't leave their little valley much, and most of their society is based upon finding a mate as soon as possible so that one can attempt to further the species.
Also, all the dragons in this particular area are based somehow off elements, meaning not only the basics (fire, water, earth, air, etc) but also things more like elements of nature (forest, caves, clouds, etc). Usually, the child of any particular pair will be some combination of the two parents' elements. In Aksaja's case, his father is a Storm Dragon and his mother a Light Dragon - which combined in him to make him a Lightning Dragon.
Why is he enrolled in Amityville Academy? In Draconic society, young males are expected to leave their parents' home at a certain point and start to make their own way in the world. By this time, they're supposed to have picked a direction for their lives and most probably even a mate. But Aksaja hasn't done this... he'd much prefer to hang around at home and waste his time on flings and essentially partying. Despairing, his parents have sent him off to school in the far-away and near mythical lands through the Gates, a 'new environment', in hopes that this will somehow 'straighten him out' and give him some kind of direction for his life. They don't really know all that much about the school itself or the curriculum - just the name of it and rumors that it's a 'good school'.
