(yes... the title paraphrases something from the comic Girl Genius, but I haven't read that, just heard about it. My girlfriend is a fan.)
A seraglio is a harem. It is a place where women are gathered together, where they dwell, sharing only one man between them, served by eunuchs...
Or so it would be, normally. But the Iron Queen is a lesbian. And she has many pets - women willing to belong to her and only her.
Note: The character of the Iron Queen is reserved to Nuala dreams. I repeat, you may not make the Iron Queen character. Nuala will join this guild today, and as soon as she is accepted, she will make the character.
The Iron Queen rules in a warm, tropical paradise. Exotic fruit and rare flowers grow there, and the birds sing songs of love all night. The buildings have lots of doors and windows, open balconies, hallways of tall columns, and gazebos.
The roleplay is situated on a Thousand-and-one-nights-themed fantasy world: so no phones, computers, electricity, cars, airplanes, robots... nothing like that. Travel is by caravan of camels through the desert, by flying carpet or other means of magic, or by ships over the ocean.
The Iron Queen's palace overlooks the ocean, and the harem women have access to a bay of the sea closed within tall walls so that no man can watch them bathe. The women may go to the town for shopping and other things, but they will be accompanied by a team of three servants every time: an eunuch, a handmaiden, and a bodyguard. The women may dress in revealing clothes while inside the seraglio walls, but outside they must be covered in clothing we on this world would call a hijab. This is to protect them from the greedy eyes of men - their bodies belong to the Iron Queen, and men must know this.
Of course, since all the harem women are lesbian or bi, they are also allowed to have relationships with each other. The Iron Queen likes watching them flirt and seduce each other, and she is not jealous at all.

the Iron Queen has one 'First wife' who is her current bedroom favourite, two 'hand-wives' who get to spend a lot of time with her and are usually twins/sisters, or friends/lovers with each other because they have to get along well, seven 'Dancers' who perform dances for the Iron Queen and selected female guests, and may also pleasure the guests in other ways if mutual interest in such affairs rises during the dance, one 'Doll' who is the most beautiful woman in the seraglio and is dressed in the most beautiful clothes, and all the other wives are known as 'foot-wives' and their main task is to keep the First wife, the Hand-wives, the Dancers, and the Doll happy - but any time the Iron Queen may choose one of them to the more exalted positions and demote a former favorite to foot-wife.

Reason she was chosen as handmaiden: (handmaidens are usually local girls chosen because their families want to please the Queen, or because they can't afford to pay the girl a dowry and the queen rewards faithful handmaidens with a dowry when they quit to get married, size of dowry depending of lenght of servitude. Sometimes misbehaving girls are sent to be handmaidens so the Iron Queen would teach them manners)

Note about handmaidens: they are expected to remain virgins until they marry. They are not allowed to have sexual relations with the wives in the harem or with each other. But the Iron Queen knows they do have these kind of relationships, and as long as the girl still appears to be a virgin when she goes to her husband, the Iron Queen doesn't punish them, or even show that she knows about their forbidden love.
Eunuchs and guards and townspeople will be NPCs, played by whoever wants to play one. If you want to make an Eunuch character, I will write a profile base for those too. Just let me know.
Note about faeries: faeries are human sized, their skin can be any color, including normal human flesh tones, their ears can be pointed or round. Faeries have large, luminous eyes and they are very beautiful. They also have no conscience, no knowledge of right and wrong. Male faeries exist but all the male fairies hate humans, and no faery would agree to being an eunuch. Faeries don't have wings as part of their body, but they can possess a magical device called Annyan, which is a pair of transparent wings strapped to their back. A faery wearing an Annyan can carry another human-sized being with ease. An Annyan is not a machine - it works only on the one faery who built it and cast the spell to make it fly. If someone else wore it they would look like they had wings, but they could not fly. Some faeries have made Annyans looking like bird or bat wings, but the magic is still in experimental stage and these Annyans don't fly as fast and strong as the traditional ones.

About the Iron Queen:
She came from the depths of Hell and conquered the whole realm of Adamantia. She had with her an army of demons, spirits, faeries, and djinni. The humans of Adamantia were powerless. Many men died in battle. But once the Sultans of Adamantia were all dead, the Iron Queen took for herself a lovely palace in the small town of Edessa, where this RP takes place. She summoned to her all the women from the harems of the Sultans. The wisest of them she appointed to rule in place of their deceased husbands. They are the 12 Sultanas of Adamantia, and they are loyal to the Iron Queen. The youngest of the harem widows she gave to new husbands, and took care to find good young husbands who would treat them well. The naughtiest of them she added to her own harem. The older wives she gave little farms in the countryside, and let them live there in peace with their children. Her spies make sure none of the sons of the Sultans tries to gain power.
The Iron queen has given the women of Adamantia much power, and she plans to give them more. The men grumble under her rule and speak of the evil done in the war of conquest. But the women love the Iron Queen, and know she is kind to women. And although the men are used to being heads of their household, the Iron Queen now spies by magic that no man hurts his wife or daughter.
The Iron Queen is a demon - but she is a demon of vengeance. She was summoned from Hell when abused women pledged their souls on the altar of Lilith, mother of demons. The women played to darkness for a champion. And in the flames of Hell, the Iron Queen awoke and ascended.
She is a just ruler, kind to the poor, generous, and wise. She has made Adamantia a paradise on earth. The land of milk and honey, the land of women.
The Iron Queen is also passionate. In the tradition of the Sultans, she has made herself a harem. But her love usually belongs to one favorite at a time, for she loves with all of her being.
