It's not just about listmaking, though that is one concern.
The way it stands, unless an angeni x skinwalker is rolled, then every male could breed with just about every female. If the event happens where an incompatible mix is rolled (which is unlikely - we did this last year and nothing like this happened) then the colorist will likely just rearrange their pairings so both still get a breeding but with a different partner.
If you add in separate soquili that can't breed with the population as a whole, then suddenly you're getting people who statistically have a MUCH greater chance to win a slot. As it currently stands, since every one can only enter one soquili, with 14 slots, 28 people are going to get a chance to get a breeding this month - everyone with the same chance as anyone else. And I think that's pretty awesome.
I don't want to make colorists take on more work than they think is reasonable. I don't know about others, but I don't like taking on more slots at once than I KNOW I can finish by the end of the month. Especially because you never know if you're going to roll three heavily edited pairs. There will always be more breeding slots, and most breeding raffles don't exclude minis/mers. In fact, breeding raffles often add special slots JUST for them. So I don't think it hurts to have one raffle where they're disallowed. There will be some people excluded from this raffle; there are people who don't have any unpaired soquili. There will be people whose only soquili that might be eligible is less than a month old. There are people who may only have minis or mers. And there may be people who just don't want to take a chance with a random pairing for their soquili. But there are slots in most breeding raffles that limit the people who enter them, and doing things like this is fun for the colorists because it provides the chance for a lot of creativity or to do something that's up their alley or different.
