This is a simple game. You just have grant the person above you a useless power. Here's an example:
Person1: I grant the person above me the ability to hover 1 millimeter off the ground.
Person2: I grant Person1 the power to see everything in black and white

I grant the non-existant person above me the ability to remain non-existant >_>
