The four elements create balance in the world.
A part of the population is able to bend these elements at will, manipulating them. These benders are used for war, work, ect. But benders only have the ability to bend one element. There is one exception, however. the Avatar the the ability to bend all four elements.

The New Avatar didn't want to be the Avatar, she saw no point, due to the lack of conflict going on in the four nations. So for years she refused to learn the other three elements. But, one day there was an attack on a fire nation ship, killing hundreds. A new threat had come to face the four nations, threatening to throw off the balance of everything. A small army of people who practiced an illegal form of bending.. Blood bending. These benders were a form of water bender. They have the ability to bend the blood inside of people, controlling them. This bending, however can only be used on a full moon, but on that night, terrible damage can be done.
It is now the Avatars duty to master all four elements before the nations are destroyed by these benders.

That did not make her happy, she didn't want to be the Avatar. It was a terrifying responsibility. She hates bending now. She doesn't want to learn how to master all of the elements. Bio: Reiko is the illegitimate child of a minor Fire nation noblewoman. Though she is allowed to use the family name of her mothers husband, it was obvious from the day she was born that he was not her father. He still treated her like one of his own, but her elder half-siblings never accepted her and were often cruel to her. She ended up losing her right eye due to what her siblings claimed was supposed to be a harmless prank at the age of six. Due to her half-siblings, she trusts almost no one besides her mother and the man who is her father in all but blood. She decided to start traveling when she turned eighteen and eventually ran into the girl who is supposedly the Avatar.

To this end, he vowed to change things himself, even if it meant being the villain. However, his plans would take years to implement, so he would train in the art of Water Bending, and master Blood Bending. Soon after he would gather those that thought as he did, and then the time to strike came. Now he works to make his idea a reality, but to do that, he needs to make sure he and his Blood Benders are undisputable, even if it means destroying the Avatar.

She adopted bloodbending and followed Damien since he too seemed to have something against firebenders. She keeps a low profile and tends to be the spy or inside person when it comes to missions.
