That's the writing on the wall in Daniel.

The man in the picture is Belshazzar, and the writing on the wall is 'Mene, Mene, Tekel, Parsin'. Which, according to my Bible, translates to 'Numbered, numbered, weighed, divided'.

The writing basically conveys to the party that God was not pleased with Belshazzar because Belshazzar was worshiping idols, and he had defied God by taking the cups from the Lord's Temple to his palace to drink from. So, God told him that his days of reigning as king were numbered, he had been weighed on the balances and had failed the test, and that his kingdom would be divided.

Later that night, Belshazzar was killed, and another man took over the kingdom, who then later decided to divide the kingdom.
