Apparently, you can find it in the random event Giftboxes (Brown, Blue and Pink)
or if you post about it, an anon will gift it to you (that's how I got mine)
It's what I'm wearing right now and it's hilaaaaaaarious!
Facing to the right, it's white/gold. Facing to the left, it's blue/black.
And the image icon for it is teal/brown.

I just figured it was to demonstrate how given the background the colors look different.
