lonnnnnnng mane (past the knees, some dragging on the ground): some strands flipped over the inside of her neck to dangle down. Maybe some strands over her horns, all drape-y like. Somewhat windblown (ie: strands of hair) is okay, but not fully, please. Largely CC, just suggestions that I could see working.

four horns, custom, somewhat long-ish; one ref provided for one set's shape, second set...idk, sweeping back in an arc..? Second set is CC. Horns shouldn't be smooth, so, ridged/slightly overlapping.
Moderate Edit Bullet #3 (3 Minor Edit Bullets)
2-3 glowing crystals on strings (one long one around her neck, knotted somewhere along her chest so the crystal dangles on a Y-shape; the second near the tip of her tail; the potential third the smallest, dangling from her horn); perhaps some small lightning fx around the crystals? The fx is CC. holding a ball of Quartz/precious stone in her raised clawed foot; inside shows supercell like thing/colour/pattern (design is cc, if it works or not) small spikes travelling up her shoulders and along her back along her spine (merging to one), perhaps going down her tail? (amount is CC, do want to see the leg to shoulder to back spikes.
Templates Used
both wing up and wing down scale Suti wings; double wings, a la angeni style. Arrange until they look good! Suti scales: back, belly (no chest), upper legs, scaled tail Kirin scales: alt body scales, arrange to make them layer best with the suti scales, to your discretion (maybe remove the front shoulder suti scales? IDK). Suti traits: jawline, ear frills, big mouth (CC mouth?); I'm not sure how good the raptor claws and spurs on the legs would look (give it a try?) with the four clawed feet. Undecided on: Suti or alt Kirin leg scales (or kirin layered beneath suti?), tail spines or fins (with necklace spines may make most sense). CC/use what looks best. c:
Colour & Design
I think I would like mostly darker colours from the palette for the majority of her? I would appreciate more the sapphire range for her horns, and the lighter range for accents/the crystals.
Fx of lightning around her body, some jumping from around/between(?) her hair.
Bright blue eyes. Possible glow-effect without being overpowering?
wingless (for markings) lightning fx without lightning fx if you give the necklaces the lightning fx, a version with just them with that effect would be great..?
