I'd love it if you could get as close to that image as possible. heart
I know it's a little hard to see in that photo, but it's important that he also has a black dorsal stripe running down his back. (If you need a better description of this, please ctrl+f for "Dorsal stripe" on this website and they have a great description in the 2nd hit inside the box, with pictures.)
Face: Please see reference image for facial darkening to black, note the small white marking on forehead.
Mane: Floppy hippogryph mane. Black.
Tail: Elegnat hippogryph tail with a long hair-tail beneath that trails/curls slightly on the ground. Also black.
Hooves/Fetlocks: War leg feathers please, and hooves should be dark-grey-brown.

Tail: Long thin kirin/unicorn-like tail with a tuft. See ref
If you CAN use the new, longer tail template with the tuft, then that's fine - but I don't know if it's unicorn-only, and this is just a crossbreed, not a hyper hybrid.
Hooves/Fetlocks: Draft fetlocks. Darker coat color on the fetlocks. Hooves should match scales (ice-blue)

I "blanked out" the base body from teh paper doll contest with the new base coat color. Hope that's OK.

Body: Mostly white, but has a faint swirling shiny rainbow within that has flecks of gold in it. She has one marking on her hip that is a faint glowing gold color, a celtic crescent moon like her father, except hers is facing the opposite direction(points facing left, angled left...mirrored reflection I guess and about the same size)
Face: Has light elegant make-up done CC'ly style and colors up to you. I would like a slight expression edit to give her a kinder look, however you feel will best do this. Eye color- Swirly and shiny yellow and blue
Mane: Color- Medium purple with maybe some blue accenting, under tones(no highlights)(actual shade up to you), Style-length is past her knees and actual style is slightly curled, very soft curls almost loose ringlets and she has her bangs pinned back behind one ear and it's held by a lotus flower of many colors.
Tail: long braid like dad's, almost touches the ground and medium purple
Hooves/Fetlocks: each hoof I would like to be a different shiny color...use the same ref of the jewels given for the eyes. And the Fetlocks I would like to be longer, shorter then an Angeni, but longer then normal

*the flower in her hair mentioned above-Each petal a different sparkly color...you can reference the gems or just be rainbow either a regular rainbow tones, pastel, or rainbow along a certain color like rainbows of nothing but blue...or just blue, purple, and pink...I just want the petals sparkly like they're sprinkled with pixy dust xD), *she also has a thin gold chain necklace around her neck that has one white wing that hangs above her chest(not a choker, but doesn't hang right over her heart)...not too big or small...a good size..almost looks like a real wing, style of wing CC

Body: See Reference! She's basically the Heavenly Onyx base color(s) with the HEavenly Azure's mane/tail, scales markings. Barely visible on her body would also be stars, a very light, almost white, blue. Like, 3 shades off being blue. Very thin, barely-noticeable lines make various constellations. It'll be up to you, the colorist, as to the designs of them , based off real ones or not, but the one that MUST be there is the one on her rump, made up of 5 stars and looking like it's a sideways hourglass. She's also ghostly, slightly spectral like her mate, Xuen.

Tail:Edited, green. Jaunty like Othello's bundled kind of like Vervada's but with braids holding the top part. pooling around her hooves, lots of flowers in her tail that match her mane.

Her staff can be laying by her, or against her-- If you want to shorten it to a wand type thing that would be totally fine! Flowers everywhere xD.
