Anime- Dansai Bunri no Crime Edge (The Severing Crime Edge)

Plot- This kid obsessed with hair finds murder scissors that his ancestor used to kill people, which he then uses to cut this girl's uncuttable hair which results in an ancient murder game starting up again.

(also, the plot is as dumb as it sounds)
