From his restaurant or in this case, Giant Robotic Dog, Devon Shell watches as the visitors enter the fair with the meter reading "498,749"
Devon Shell: Look at them! The Fools don't realize by entering the fair, they're making my plans possible to crush the fairgrounds and stage troupes!

We see what's causing the Dog to be powered up...
Devon Shell: As they enter the fairgrounds, they pass through the Turnstile which rotates a series of gears under the admissions gate...
These Gears in turn, rotate a giant screwdriver connected to a screw bolt leading up to my disguised Giant Robotic Dog!
From there, another set of gears rotate that spins the drive shaft causing more gears to turn, winding up the clockwork spring that will power up the unstoppable Giant Dog!
When the One Millionth Visitor passes through the turnstile, the Dog will be completely wound and then I will unleash the dog on the unsuspecting world! Crushing all the Fairgrounds and with it, every turnstile! Devon Shell laughs
Devon Shell: That is a good one aright!
