I wouldn't want to have to depend on a government organization to help me right after a disaster either. Thats why everyone needs to be prepared in advance when they know bad wheather is on the way. Looking for someone to come in and help you should be further down on ones list of neccessities. I was born and raised in Florida and storms would come up out of nowhere and blast the daylights out of your area then is gone. My family took cover when the skies got dark and the radio started talking about tornadoes or hurricanes. We didn't take cover as in we ignored the threat or that we huddled in fear. We gathered some items that could help if things went wrong and waited it out. I was taught that it's better to think of what could happen instead of thinking it can never happen. Today my family knows of (and teases me) my preparation in the face of storms. Each member of my family has a small backpack under their bed that contains whats neccessary to get them by for a number of days and they know how to use it. It doesn't take alot of money (I know how much two dollars means to someone who doesn't have money) and basic everyday items can be kept back for emergencies. I just think that turning bad situations into a racial issues doesn't help the problem. If anything it seems to stop the learning process of how to handle the next one when it comes around. And there will be a next one and it will be alot worse.
