Coastal Ribbon Snake - Thamnophis sauritus nitae - dark with light blue lateral stripes, Gulf coast of north-central Florida. They're quite docile, and make good pets. They sell for around $20 at the pet shop. They fit in a ten gallon tank, and eat bugs and small mice.
The only thing is, the snake I saw was light-blue all along it's back (I think it's stomach was white or tan? I can't remember anymore). But it was small, and sleek, and probably had the same diet. So maybe it was just a strange colored Coastal-Ribbon?
I haven't been able to find much information on light-blue snakes. O.o; In fact, most of it was someone like me (2 accounts) asking what kind of snake it was. The answers weren't much help. And no it was not banded sea-snake. @.@;
I just don't know about the Coastal Ribbon Snake... ~peh~

AHA! It was a Blue Racer Snake, Coluber Constrictor Foxi!
These guys are also non-venomous, and actually act really cute (in my opinion) to human interaction.

An adult is from 4 to 6 ft long. The little guy I found was probably 2.5, or 3 feet, and a brilliant light blue. That might have also been the lighting (it was a bright Summer day, as I recall).
