Behavior: Kazuya is very playful, even childlike sometimes in the way he behaves. He can often be found playing practical jokes on people, especially the young gennin. Very social, he often goes out of his way to communicate with new faces.
Personality: Kazuya is what one would call carefree, he is almost an extreme example of the term. To the point where almost nothing fazes his childlike demeanor and playfulness. He loves new toys, especially yo-yos. Even in the midst of a difficult conflict he will continue to smile and joke with little to no worry for his own life. Kazuya however is very protective of his Village considering each member an extension of his own family, and will show no mercy to anyone who harms them in anyway.

Detailed Biography:
Kazuya was born during typhoon season to a prominent ninja family in the Land of Rice. Considered a good omen for a child to be born on the night of a storm, Kazuya was considered a precious gift by his family. All throughout his early childhood he was showered in presents like trains and building blocks. This made him slightly spoiled since he always got what he wanted. Once his young ninja career began he showed exceptional promise, considered a genius by many with his ability to pick up wind based techniques so quickly living up to his birth during a storm. However all agreed that he lacked the natural drive to progress forward, doing so only when he found his friends were moving ahead. Even then he always quickly closed the gap.
His life didn't change until he graduated from the academy, that was when he received his first Yo-Yo. Fascinated by its possibilities he became almost completely obsessed, forgoing all training just so he could play with his favorite toy. He felt it was too much of a drag to pick up scrolls and study when he could be having fun. Something that would carry on to this very day. Eventually as the time demanded it he had to improve his skills in order to keep up with his friends, passing the Chuunin Exam with no hitches. It created a lot of envy in his peers, why was he so gifted when they worked so hard for everything? Of course none of that really mattered to Kazuya, he was just playing a game.
It wasn't until he was selected to be a Jonin that Kaz began to realize the obligations he held within the village. Though they may not have seen it the same way he did, Kazuya considered the village part of his own family and over the years came to grow fond of all the people he met. It was this desire to protect his 'family' that was the final push for Kazuya to tap into his full potential and become a well known and respected member of the Shinobi society. This sudden drive finally brought about his election as the Otokage. Of course now that there was no where else to go, the slacker in him would begin to show once more. Deep inside however was the heart of a man prepared to throw it all away for his village, and that's his sole mission... to protect the bonds he's made over the years, and also make sure the ones he has yet to create eventually form.

-- Kazuya's favorite technique, though he doesn't get to use it very often. It starts off with him bringing out both of his Yo-Yos, releasing a massive amount of wind chakra he covers the strings with a thin veil wind chakra turning the already sharp strings into a pair of wires so sharp they could cut through almost anything. By combining his Hagane Sen no Jutsu and his Yoyo Sosa, Kazuya begins to play games with his opponents mind by making them dodge predetermined attacks. Really he's leading them into a trap. The rigidness from the Hagane Sen no Jutsu allows the strings to hit sharp bar like angles creating a structure similar to a Jungle Gym. By the time the opponent recognizes they've been surrounded by bars of razor sharp string it's too late. Kazuya pulls back on the Yo-Yos and the the structure collapses on the enemy dicing everything in it to pieces in mere seconds.
