Skyrimmin' Restrictions:

Enmity
: You cannot partake in any factions that holds an enmity with your race or current faction

The Facts of Life: Your RPC needs to have all of the following to be submitted for approval to partake in the world

Race;

Class(Use traditional Elder Scroll Classes or the profession of your character);

Apparel/Armor (which of which type do you prefer, i.e. Light Armor, Heavy Armor, Shaggy clothes, Fine Clothes);

Crime (Criminal record of your character and what current bounty they hold, if any apply);

Current residence (location as opposed to home. The Houses for sale in the Capitols shall be decided later on, for now your RPC lives in a cottage or inn, or with a roomie/spouse);

Spouse (If any apply. Rules for claiming an in-game character are first-come, first-serve. Your character has to have similar views, personality, and/or hobbies as its spouse);

Any Factions? (Your RPC can already be in certain factions when they enter the game-world. This does not mean ALL of them.)

The Way It's Meant to Be:

Conflicting Duties: Don't fool yourself. YOu can't pay your Debt to Nocturnal AND gallop across the mellow meadows of The Hunt for Hircine at the same time. No conflicting duties for RPC's. This extends out to the restriction of having only one daedric artifact for your character, unless the Daedra are aligned or unless you have killed the person who has first received it.

You cannot be a Werewolf and vampire at the same time. (see below)

You cannot have two afterlives, you're either

No RPC may join a guild in conflict with its deity or destiny. This is to regulate who goes where in the most correct manner to the demographics of the series. This does not mean your character can only worship one god or set of gods. They just can't reap the benefits of more than one certain gods. In the case of the daedra, if a champion RPC who has already scored a daedric artifact pisses off the daedric prince in some manner, the god may call on a new champion to kill him. If the new champion has a daedric artifact already, then it is perfectly okay.

Skill/Level/Gear Ratio: The part most of you will be complaining about. If you don't give a ******** about a certain skill, you can ignore writing it down.

Everyone will be the same level, and gear and skills will be moderated by these levels. The levels will be annouced either when I, the Creator of this RP, say it is. In the case where I get tyrannical, the Jarls and Guildleaders and gods combine to form a Moot to either override what I say or to act in my absence to declared when a new level has been breached. The Creator of the RP or the Moot can also reset the level all the way down to one, if I or they feel it is necessary due to a large influx of new members. Should this be the case, all the items obtained by those in the events that have occured shall remain in their inventories and cases; however, their statistics shall be reset to what coincides proportionately with the new-set level. The skill levels shall also drop down to an proportionality with the set level. Enchanted gear caught a later level which has been reset to a lower level keeps the level of it's enchantment no matter what. However, the enchantment effect will increase as the level gets higher.

Newcoming members always start off at level 1, no matter what. They advance when I, their guild leaders, their Jarl, or their deities say they advance.

Positions of Authority: An RPC can hold a total of one Position of Authority. These include:

Jarl of a Hold
Graybeard
Guildleader
Politician
Patriarch/Matriarch (in rare cases, one may be a Jarl)
Bandit Clan Leader
Orc Stronghold Leader
Redoubt Leader
Khajiit Caravan Leader
Falmer/Dwarf Leader
Dovahkiin

Positions of Minor Authority: Up to two can be taken for each RPC, making a total of three positions should the RPC also carry a Position of Authority

Elitist Members of a Guild (Nightingales, The Circle, etc.)
Thane
Champion of a Daedric Prince
Champion of an Aedra
