WANTED: $15,000,000

Shigiriu Omishi (kurai shinzou)
age: unknown
last seen: Tokyo

bio: Shigiriu was the dark product of a corrupt government and life of poverty. At the age of six his parents were silently murdered in the street for witnessing the execution of a thief, without trial. He wandered from place to place in rural Japan for the next four years collecting information and trade skills along the way. One day during his residence at a small farmhouse he wandered off into an unfamiliar part of the forest. Others might call it bad luck, though he would likely call it fate. He was attacked and captured by scouts from a nearby shinobi clan. Having slipped withing an inch of his life, they nursed him to health and set out to test him. He was emaciated, but strong; uneducated, but wise; slow on his feet, but intuitive. It was through sheer force of will that he survived, and in his trial by fire, became a member of Kuro Chou no ie. House of the Black Butterfly. He spent the remainder of his childhood training among their ranks, tempering body mind and soul. At the nimble age of 16 and at the completion of his final exams, Shigiriu was to be bound to the clan, adopting the name and title Yami no Kokoro, Kurai Shinzou. The dark heart. Kurai would find years of pride and acceptance working alongside and for the benefit of his new family, but a recurrent theme of his life would return to haunt him. Nothing good lasts forever.
It was the triumphant end of a three month mission. He had missed a whole season, but he was returning now. It was sunset by the time he came around the south edge of the mountain, and he knew something was wrong. Most men would not have noticed the subtlety in the air, but the smoke burned in his nose. Kurai was still a mile away, but nothing could have been clearer than the black wraith rising from the forest to greet the ruby sky. The heavens were dark when he reached the gates, finding them brilliantly aflame. The forest was silent, save the faint crackling of embers. The village had been reduced to a hellish field of unnatural fireflies, rolling and flaring in the breeze. Every inhabitant had executed in a nightmarish parallel to his parents.
He would rise out of the ashes with a new-found purpose, this dragon of destruction. With iron will and adamant resolve, Justice would be served.

Kurai tiredly pulled himself step after step to his third floor apartment, reminding himself to ask the agency about better housing before the next target. The last mission had taken three months, and after having lived in a slave house fore the last two weeks even this place felt welcoming; however unfamiliar it seemed.
The flight home didn't provide much rest for the aged assassin, and his mind seemed sluggish.
Without turning on any lights he walked to the bedroom to put away his equipment. Putting his gun away, he sat down on the bed to clear his thoughts. Though experience had taught him to manage his physical body far beyond human ability, sleep overcame him instantly.

Without anything to do the next morning, he went back to doing the thing he did best --going unnoticed. It could be several weeks before the agency sent a contact to finalize his contract.

This was just a standard security measure, ensuring that no "client" could be traced back to them. Otherwise, one careless assassin could reveal the world’s oldest network of mercenaries and professional killers.

The most astonishing part of the forum lies merely in the fact that never in the known history of man have they been exposed. The IUAF's most fundamental laws allow them to be completely self sufficient. Rather than being open to contact from a government, the agency watches and waits. When someone threatens the balance of society, they relay messages to select members in the world’s top governments, offering their unique "services." In the event of an agency or government attempting to contact the IUAF, it disappears.

As a further security measure, never, at any point in time, does a higher-up know the identity of another higher-up. Mid-level members know the identity of no more than one higher-up. Only the Forum’s founder knows the identities of all members, which he keeps in a highly encrypted card that contains a self destruct device that is triggered if even one digit in the 50,000 digit pass code is wrong. This code is emitted by a radio device that is in turn implanted within him, with its own self destruct device, effectively leaving the IUAF's archives impossible to access, and completely irretrievable.
Because such a large society needs a consistent income, the Forum does accept private contracts in the form of their subsidiary, the International Assassins Commission. The Commission has no written affiliation with the Forum, and only the higher-ups, ever know it is there. The IAC serves as a training facility, sending low-rep assassins into the world for experience before promoting them to the underground.

Kira whispered under her breath,” There’s no way I'm gonna make it this time," as she rolled under the bridge. She could already hear the guards yelling their approach.

Quickly clearing her head, and analyzing the situation, she began to look for an exit. Five minutes until the detonation, and every royal guard in the state would be looking for her. She scanned the wall looking for a break or ledge. No such luck. "Damn," she cursed,” I’m losing it, even an amateur wouldn't have screwed up this badly!" There was no escape from here. She would have to backtrack 50 meters to the elevator shaft, north of the garden. Rolling back into the hedges she mentally mapped her route with precision.
Suddenly a radio clicked on several feet away. "What the hell...We got another one in the drawing room." Rapid gunfire erupted from within the house.
