In their desperate struggle to create the perfect human cyborg, the institute created #981, the closest they had to come to god like perfection, however in making the cyborg visibly perfect they had created something that could never be perfect. For no human is perfect. Once again their work had failed, and 981 remained quiet, unmoving in the darkest storage of the institute, scientists unaware, that perfection was awarness.
