Chibi Chibi from Sailor Moon.Please no comments saying this would look better with the wasabi thing.I couldn't afford it.in the picture below(hand drawn not, by me)she has wings.any other picture i found she didnt have wings so i left them out.but this is also the only picture i cound find with the septer.the avi looked imcomplete with out it so i added it in.
